San Francisco, Tokyo
Tokyo Disney Sea and Disney California Adventure both opened in 2001, and both feature an area of the park that is themed to the waterfront of Northern California. At DCA, Pacific Wharf was a small section of the park with no actual rides, but it did have two walk-through educational attractions focused on how certain foods were made plus a sort of outdoor food court. At Tokyo Disney Sea, a San Fracisco-esque wharf area is a part of the American Waterfront port of call and doesn't have any attractions or restaurants at all. But it occupies a larger footprint and feels much more immersive on account of its more open area of water and actual boats and small watercraft floating along the docks. The fact that this exists literally as just ambiance speaks to the level of detail and craft that the Imagineers and park financiers for Disney Sea sought to achieve. Another reason why this park is the Sea of Dreams!
